Homeland Security is increasingly perceived as being critical to the overall security of the country. In regards to homeland security, India is often referred to as a “soft state” owing to its 15,106.7 kms of land border and 7,516.6 kms of coastline including island territories, difficult relationships with its neighbors and most important, the limited ability to systematically deal with threats. Terrorist occurrences such as the 26/11 Mumbai attack, growing instances of fanatic religious ideology, infiltration from the Northern and Eastern borders, illegal migration and the domestic ethnic group conflicts have drastically increased the focus on homeland security in India and this sector has become one of the most aggressively pursued sectors with both the Government of India and industry investing heavily in it. 

The Indian homeland security market, estimated to be between $40-50 billion, is growing at 35% against 7% globally. Over half of the market growth is expected to come from a demand in new equipment, especially for electronic surveillance systems, early warning systems, survival and defence gear, urban warfare systems, riot protection gear, body armor, disaster management equipment, simulation systems, communication equipment, bomb detection systems, and mine detection systems. India’s share in global expenditure in the sector is also expected to rise to 6% by 2020 from the current 3.6%.

Several reforms have been initiated in the recent past to strengthen and consolidate the existing homeland security infrastructure in the country. The central and state governments perceive modernization and upgradation as one of the key focus besides creating a supporting infrastructure for the long term. The Ministry of Home Affairs (MHA) has targeted development of India’s homeland security focused infrastructure, such as through the creation of a centralized comprehensive database called NATGRID by combining the individual databases of several government agencies, setting up of the CCTNS (Crime and Criminal Tracking Network and Systems), and modernization programs for providing better equipment and training to the security forces. A major thrust is being applied to effectively establish a national maritime domain awareness grid, critical infrastructure protection centers, and smart city surveillance centers. 

The Government has also set up a National Counterterrorism Centre (NCTC) and is in the process of establishing counter insurgency and anti-terrorism schools. Budget allocations for the police and paramilitary forces have also drastically risen over the last five years and a greater de-linking has taken place between the Home and Defence Ministries. The Government has plans to better integrate civil defence in the overall disaster management framework by providing better training, and upgrading existing physical infrastructure, transport facilities and equipment.

India offers a large potential for companies, both domestic and foreign, looking to leverage the opportunities apparent in this homeland security sector in the country on account of several factors including high GDP growth, challenging relationships with neighbors, outdated equipment and systems, increased spending on modernizing security and military capabilities and infrastructure, focus on creating and enhancing support infrastructure, and emerging public-private participation opportunities.
